Abstract
This research project aims to increase the studies and research carried out within the scope of the Piracicaba Metropolitan Region Economic and Social Observatory, set up at ESALQ/USP in 2022, with the aim of consolidating it as a space for analysing public policies and producing social and economic data and indicators. The Piracicaba Metropolitan Region (RMP) was approved by the São Paulo State Legislative Assembly through Complementary Law No. 1,360/2021. This research aims to analyse the impacts of regional productive restructuring on the urban and territorial configuration of the RMP, considering the roles and functionalities that are established between its municipalities based on the shared polarisation between Piracicaba, Limeira and Rio Claro. The research considers three main variables: (i) the impacts of the productive restructuring that has affected Brazil since the 1990s and its implications for urban and regional development; (ii) the tensions in urban and intra-urban spaces resulting from the region's economic profile; and (iii) the strategies and actions of local economic groups and public authorities to strengthen urban and regional competitiveness. The methodological approach adopts an interdisciplinary approach (Urbanism, Urban and Regional Planning, Regional and Urban Economics, Sociology, Geography) and a multi-scalar approach to understanding the various dimensions of the transformations that have taken place in the regional territory under the impact of productive restructuring. It hopes to contribute to the debate and formulation of regional public policies to meet the challenges of metropolitan management, mainly based on the definition of Public Functions of Common Interest, as required by the Metropolis Statute.
