Abstract

The proposal for the Institutional Program of UFC for Human Resource Training in Engineering and Petroleum and Natural Gas Sciences, submitted to Public Call Notice No. 01/PRH-ANP/2025, aims to consolidate and expand the training of human resources in the field of Engineering and Petroleum and Natural Gas Sciences at the Federal University of Ceará. Since the year 2000, the program has actively contributed to the qualification of professionals for the oil and gas (O&G) sector by offering scholarships and promoting teaching and research activities within the scope of ANP's PRH program. Its impact can be measured by the number of trained professionals, market insertion, and the various scientific publications generated over the years: a total of 188 scholarships, including 130 undergraduate, 52 master's, and 6 doctoral scholarships. Currently, there are 18 active undergraduate scholarship holders, 4 master's, and 4 doctoral students.The regional insertion of PRH 31.1 is one of its key strengths, establishing strategic partnerships with industrial sector companies in Ceará, such as Petrobras, Transpetro, ExxonMobil, and ENEL, in addition to collaborating with public agencies such as the Court of Accounts, the Superintendence of Public Works of Ceará, and DNIT at the federal level. These interactions ensure that scholarship holders have direct contact with real industry challenges, contributing to innovation and the qualification of the local workforce.The program has a robust structure, with laboratories linked to seven undergraduate programs and nine graduate programs, enabling the development of applied research in the O&G sector. Additionally, the program adopts efficient administration and communication mechanisms, utilizing its official website, email, WhatsApp, and SIGAA platform to keep scholarship holders informed about academic and professional opportunities.PRH 31.1 also plays a significant role in scientific research, with projects funded by entities such as ANP, Petrobras, ExxonMobil, CNPq, and FINEP. These research projects address strategic topics for the sector and have built a strong record of publications in indexed journals, reinforcing their academic relevance.Another fundamental aspect of PRH 31.1 is its academic training and professional qualification efforts. The program encompasses undergraduate courses in various fields of engineering and geology, as well as graduate programs, offering complementary courses to ensure training aligned with market demands. Additionally, it promotes international exchanges through partnerships with renowned educational institutions via programs such as Brafitec, CAPES-PrInt, Erasmus+, and PDSE/CAPES, enabling student and researcher mobility and strengthening internationalization.The selection of scholarship holders in PRH 31.1 is based on academic and scientific criteria, prioritizing academic performance, internships, scientific publications, and participation in research projects. Although there is currently no formal policy for social inclusion and gender equity, the management committee monitors this issue and may adopt prioritization mechanisms in the future.Thus, PRH 31.1 stands out as an essential program for training qualified professionals and generating knowledge in the O&G sector. Its comprehensive approach, combined with strong interaction with the productive sector and internationalization of academic activities, reinforces its importance as a national reference in the training of engineers and scientists for the O&G industry.
