Abstract

This research project aims to understand how to articulate new forms of regulation and governance of the Brazilian territory through the analysis of institutional and organizational strategies of local actors to mobilize resources and assets territorial local territorial development projects. At first, there will be a review of the main forms of territorial governance and regulation in force during the decades from 1950 to 1970, compared to the current period, emphasizing one of the recent governance instruments in Brazil: the Local Productive Arrangements (APL). In a second step, it will seek to characterize the evolution of sectoral clusters approach to simple forms of articulation and socio-institutional cooperation between public and private structures that define the distribution of economic and political power at the local level. The examples are taken for case study is to APLs, consolidated or not, located in the geographical area of Ourinhos/SP micro-region. The analysis of these arrangements, wrapped in complementary activities of manufacturing, agribusiness and services, as well as the specific social and institutional thereof, conceives of theoretical and empirical research of this reseach.
