Federalism and transfers over municipalities: an empirical analysis on equity and efficiency

Abstract

Federalism frequently implies in fiscal imbalances among different jurisdictions, mostly between municipalities and central government. This research project aims to develop a empirical analysis from transfers funds for municipalities in Brazil, regarding allocative and fiscal need criteria. To achieve this aim, two different approaches are suggested. First to evaluate transfers fund share, we propose a fiscal capacity standardization method conditional to need measures, as human development index (HDI). Secondly, to evaluate net fiscal benefits, we follow Albouy (2012) approach which consider both equity and efficiency aspects of federal transfers, but we propose a comparison between small municipalities and large cities (metropolis).
