Abstract

The project proposes the study of central actors profile in the decision making process of the Brazilian federal government (Cardoso and Lula) structured the axis of the theme of promoting development, its relationship with industry and private capital and the wider process of repositioning development issue and the functions and capabilities of the state. To this end, we chose to make a comparative analysis of the biography of all government ministers Cardoso and the Lula government. In this sense, the object (the study of trajectory and biographies of ministers and ministers of governments Cardoso and Lula) associates with the goal of crossing this dimension with the contours and inflections of public policies in the period studied. In theoretical-methodological perspective we adopt the meaning produced by the ministers and ministers of the period, help to understand the consensus created around the concept of development, State and Market Cardoso and Lula governments.
