Abstract

Considering the knowledge and challenges posed by the development of FAPESP project (process 11 / 50837-9), the current proposal aims to deepen the understanding of power relations and the public and/or private influences in the development of political actions, as well as, to investigate better the possibilities of expansion regarding the coordination of planning strategies of territorial development, and of the construction of political hegemonic and counter-hegemonic processes possible in these territories. The project has as object the modalities of territorial governance in the states of São Paulo, Minas Gerais, and Bahia (Basin Committees, Sectoral Chambers, Inter-municipal Circuits of Tourism, Regional and Territorial Councils, and Committees of Management of Local Productive Arrangements), questioning whether such forms of organization are innovative element in public policy, with possibility of influencing the planning strategies of sustainable, democratic and participatory territorial development. Thus, the main objective of the project is to analyze the effective capacity of interference of these governance arrangements in the regulatory processes of the territories and in planning actions of development from Brazil. Departing from the challenge of previous project, this project will examine whether such modalities of organization contribute to the process of decentralization of Brazilian policies, which began with the promulgation of the 1988 Constitution.
