It studies the public instruction reforms realized in São Paulo and Federal District through the organization of health service, social assistance, educative cinema and psychology and professional orientation services in schools. The objective of this research is to understand how, through legislation, Lourenço Filho, Fernando de Azevedo and Antônio de Almeida Júnior in São Paulo and Carneiro Leão, Fernando de Azevedo and Anísio Teixeira in Federal District provided health service, social assistance, physical education, and civil and scientific cultures for children from popular stratum of society at the beginning of the 20th century.
