Abstract

We intend to study, by means of Institutional Analysis on paper (in writing), which are and how do operate the public and private institutions that attend children and teenagers considered in "situation of personal and social risk" in a municipality in the interior of the state of São Paulo. As a member of the Municipal Council for the Rights of the Child and Adolescent (MCDCA), a representative of the university, we will carry out a documental analysis in the files of the above-mentioned Council with regard to the registered care entities. Through the analysis of the bibliography, we will study the policies for children and adolescents in the Brazilian context, and, with the documental analysis, we will seek to understand the structure, mode of operation, effectiveness, main problems and challenges that are faced by such entities. The results of this research will provide data to guide municipal managers and other authorities in the implementation of more effective policies aiming at the care practices toward infancy and adolescence in the municipality.
