Used territory, State and action of companies: the territorial implications of the highway concessions in São Paulo

Abstract

The text aims to initiate a reflection about the composition and role of the State as a significant agent in the process of use of territory. What we found was to change the role of the state, acting now as regulator and not as a provider of some services through privatization, concessions and more recently by the so called PPP - Public-private partnership.As analytical compromise is suggested a study of the public service concession practices which have gained space over the last decades, allowing many agreements between the public and the private sectors. In the State of São Paulo, since Governor Mario Covas administration, a concession program has started, which has already granted permission to more of 20 road administration companies to operate, a number that will increase in the coming years. However, with the advancement of the private sector in the provision of certain services, we can observe territorial implications of these practices. The analysis of these implications, as well as the role that each agent takes are the main points of this research. (AU)
