Abstract

This survey seeks a compared study of public promotion of social housing through the provision of new housing financed directly to resident, carried out by the BNH (1964-1986, through the State fully action) and by CEF (1999-2006, through the mediation of construction company with municipal administration), in the municipality of Bauru/SP. In 1964 the military government structured a housing financial system (SFH) by BNH and housing companies (COHAB); in Bauru, one of the 5 COHAB of São Paulo estate was created in the period. With the extinction of the Fundação da Casa Popular (1946-1964) just ended the ingratiating model housing promotion, inaugurating a period marked by skillful design to address the social problems of which the dwelling was special element. Although regarded as the single national housing policy that the country has already developed, with an undeniable importance for massive housing production in the period in which ran (1964-1986) (BONDUKI, 2007), there is still place for discussion on the deployment of large "housing estates" in the periphery of large cities, with problems of infrastructure, maintenance of neighborhoods and distances to go beyond isolation and social exclusion (NEGRELOS, 1998). The new sets of the period 1999-2006, promoted by CEF, respond to different financing models in terms of the constitution, and demand relationship with borrowers, design of sets and typologies of housing units, especially according to the dimensions of the available land and used and their isolation in condos planned since the conception of projects.
