Abstract

The occupation of the source areas - specifically Billings and Guarapiranga - in the metropolitan region in São Paulo, for some time, has taken place in the discussions of the political programs. These programs have by objective, apparently, to improve the relationship between housing and environmental conservation. These regions considered strategic and of extreme importance to São Paulo had worried and required governmental actions each time faster. That happens by the growing rise of the habitant number, by the hydro and ecological potential which represents that space and the constant pressure of the low incoming population asking since ever their right to inhabit. The question to be raised in the form of how these structural problems have been solved by the political power inside the city of São Paulo, in particular, focuses on the mentioned source areas.(AU)
