Abstract

The Brazil is often pointed as a highly corrupt country by the international rankings. Since a long time the literature warns government agencies about the harmful effects of corruption on society. The Internal Affairs Division of Union in 2003, a federal government agency started the implementation of an anticorruption program in an effort to combat this problem, by encouraging greater transparency in public management. The monitoring program through public lottery ( as it was called) consists of increasing monitoring of the use of federal funds transferred to small and medium-sized municipalities by the program that carry out investigations in search of cases of capture of public funds in health, education, public safety, among others.Although the program was considered successful by the public authorities, no kind of careful evaluation was performed to analyze whether the program effectively reduced the level of corruption in the municipalities participating in the program. This research project aims to try to correct this deficiency in the literature.The goal is to estimate the effect of the program on the municipalities that were drawn. This task is performed in two main fronts. The first is by building a model of differences-in-differences, while the second will consist of reading and analysis of reports from municipalities randomly selected more than once, for changes in the pattern of corruption among the first and second draw.
