Abstract

In a city with more than ten million people as in the case of São Paulo, political and administrative decentralization is a necessary condition for municipal management. The District City Halls were created in 2002 replacing the model of District Administration, which was used as a currency exchange for the approval of projects, created by the Executive Power, and by the Legislative Power. The District City Halls have had many changes with respect to the initial model, that aimed to give more autonomy political-administrative to the locations, and transparency to the management, among other things. In this direction, the objective of this research is to understand how the goals of the District City Halls are affected by the relation between the Executive Power and the Legislative Power of the town. To reach the objective will be analyzed literature about political-administrative decentralization, political machine, integration between the Executive Power and the Legislative Power, and clientelism; also will be done interviews and key factors to the success of this research.(AU)
