Abstract

The qualification and disqualification with federal legal titles are one of the measures by which the State promotes and regulates civil society´s actions in certain areas of the public sphere. To this picture, we add the notion that some aspects of these institutes would not match their proposed goes. There would be a gap between the objectives behind these institutes and the institutional reality they belong to. Around this problem, we intend to develop an impact evaluation of the legislation concerning the qualification and disqualification of federal legal titles, so we can better comprehend the problem and propose new arguments for the discussion concerning these measures of encouragement.(AU)
