Abstract

This research is about urban reform and its consolidation in Brazil over the time. It'll be based on Luiz Cesar de Queiroz Ribeiro's work, researcher and professor of UFRJ (Universidade Federal do Rio de Janeiro), who has been able to track the urban reform process since the moment it has become part of the urban problem debates. The urban reform will be studied on the basis of an authorial perspective in order to make a reference framework from Ribeiro's thoughts, which will enable the process periodization. The study will also contemplate other works, related to urban reform, from various authors, with the purpose of doing comparative analyses and critiques. The most important historical moments of urban reform considered on this project are the SHRU, the Brazilian 1988 Constitution and the Estatuto da Cidade (Brazilian Law that contemplates the Urban Politic Chapter from Brazilian Constitution). The process studied on the basis of Queiroz Ribeiro's work will make the analyses of the urban reform changes possible. Once this question is understood and contextualized, the perspective for the urban reform accomplishment will be studied, as well as how the urban problems related to it have been managed in Brazilian cities.
