Abstract

Recent years have seen increasing attention given to environmental hazards and their potential impact in terms of natural disasters, especially as the frequency of disasters has steadily grown. Furthermore, projected climate change is expected to accentuate this tendency even more. Consequently, it is increasingly important to develop community-based approaches to improve community resilience, i.e. to improve the capacity of communities to resist, change or adapt to get a new level of functioning or structure in the occurrence of disasters and extreme events. AGORA addresses this challenge by proposing an approach based on web-based collaborative software platforms for leveraging the local knowledge of citizens in environmental monitoring in order to build resilience against disasters and climate change effects. AGORA will provide a participative development methodology supported by a customizable software framework to build service-oriented software platforms that are able to manage different types of information: official information, real-time status of sensors, and citizen-generated Volunteer Geographic Information (VGI).
