Abstract

The goal of the proposed work is to evaluate whether environmental non-tariff measures difficult the access to the Brazilian pulp and paper in the export market. The study aimed at this sector is due to the fact that it consists of a significant part of the national export agenda and with a strong environmental appeal. Thus, any barriers end up making the growth of the industry and its access to the foreign market extremely vulnerable. To corroborate the hypothesis the impact arising from such environmental restrictions a gravity model with disaggregated data on trade between Brazil and their major importers in the period 1994-2012 will be adopted. Determinants such as GDP per capita, distance between countries, differences between their languages, bilateral trade agreements and the existence of possible environment-related measures by importing countries are investigated. To identify the measures related to the environment an extensive search in the database of the World Trade Organization is proposed and the environmental requirements will be defined based on keywords defined by the WTO as well as the criterion for environmental protection, fauna, flora, wildlife and human health.
