Abstract

This project forms part of the recent debate about the status and formulation changes of social policies, which in their practices would have abandoned the normative perspective of socio-political integration, by the universalization rights, for a perspective focused on the management of social conflict that arises between subordinate groups. Having this debate as backdrop, the aim of this project is to describe an analyze the daily care of a CRAS - Reference Center of Social Assistance, having as analytical reference the notion of complexity mobilized by the PNAS regulatory and implementing technical teams along the social assistance network required for this unit. The specific objectives are: i) verify the senses that takes the notion of complexity in the design of social assistance policies: ii) extract, of empirical situations, the principles and criteria effectively mobilized by the team of CRAS to definition of the levels of complexity and referrals, noting how State intervention varies depending on each "case"; iii) study cases considered small, medium and high complexity, following the trajectory of the referrals actually made along the social assistance network, mapping state practices mobilized in the actions of receive and intervention. The hypothesis is that in daily of implementers technician of the PNAS is structure a government strategy of containment of social conflict that emerges from the peripheries, the target audience of these policies and that tends to intensify the mobilization control practices as the increases the complexity of cases increases. The research unfolds from the maturing of Scientific Initiation initiated in 2011, on the periphery of the city of São Carlos/SP. (AU)
