Abstract

This is a proposal for a short internship abroad, which aims to complement the research questions posed in the approved project under Young Researcher Center on Emerging under my coordination . The general hypothesis of the project is that JP from alliances with sectors of finance (pension funds , reinsurance , private equity , among others ) Lula promoted a singular concept development , implementing social projects and programs with the support of finance ( microcredit program , program growth acceleration , etc. ) , rethinking development funding and performing deploying social projects through the market . We call the set of these initiatives " domestication of finance " , understood in this project as the regulation of finance through the State , which in turn are used in the Lula government projects , such as the Growth Acceleration Program , which makes use of the proceeds from pension funds ( Garden , 2007; Oliveira , 2012) . To understand the uniqueness of the concept development , market and state applied by Lula during his eight years , this research chose to make a comparative analysis of the biography of all government ministers Cardoso and the Lula government , in order to understand the perspective the latter had on the concepts mentioned. In theoretical -methodological perspective we adopt , the meaning produced by the ministers and ministers of the period , help to understand the consensus created around the concept of development , State and Market Cardoso and Lula governments.
