Abstract

Natural disasters such as floods, droughts and storms cause many deaths and injuries around the world. Similarly, Brazil has suffered in recent years from increasing floods when compared to other forms of disaster. In this sense, government agencies have published historical data from stations distributed throughout Brazil to help the population, but it was essential to make available a greater quantity of updated data in real time. Although many sensor networks have been deployed to address this absence, just checks the water levels and estimates hazard areas are still insufficient to mitigate the social and economic damage caused by them. Therefore, integrating data from static sensors, mobile sensors (for example, Unmanned Aerial Systems (UASs), and human as sensors, may result in a more efficient flood management. However, by integrating them is necessary to dynamically manage the context in which they are involved because their locations are variable and they can fail. Thus, this project aims to provide an automatic way to the real-time discovery of heterogeneous sensors involved in flood management, providing access to their data, and tasking and subscription to specific sensors. To accomplish this, service-oriented middleware that uses Sensor Web Enablement standards (SWE) will be tested and evaluated through a testbed sensor network will be deployed. (AU)
