Abstract This research proposes analysis the construction of the environmental issue in the brazilian policy from the negotiations between politicians, scientists, technologists and environmentalists. The temporal limit for the analysis takes into account the period of creation of the Special Secretariat for the Environment (Secretaria Especial do Meio Ambiente) - SEMA, in 1973, until 1992, the year which emerged the Ministry of the Environment. This period was the moment of the institutionalization of the environment issue in Brazil. The theoretical and methodological referential for analyzing the trajectory of this negotiations is the Actor-Network Theory (ANT), by Bruno Latour and Michel Callon. From the ANT is possible to observe, through the National Council of the Environment (Conselho Nacional do Meio Ambiente) - CONAMA, the heterogeneous interests and the multiplication of actors involved in the construction of the environmental policies in Brazil. | |
