Abstract

Since the mid-1990s, under the leadership of the coalition of peasant movements Via Campesina, food sovereignty has been presented as a proposal food regime alternative. For food sovereignty, it is argued that each nation must have control of their own food system, valuing peasant agriculture, women's work and others. In this study food sovereignty is analyzed through two actions aimed reespacializar and re-socialize the food through the government procurement: the Food Procurement Program (PAA), in Brazil and the Farm to Cafeteria Canada network (F2CC), in Canada. The PAA is a public policy that provides for the government purchase of products generated by peasant agriculture without the use of bidding, obeying the maximum annual quota. These foods are donated to people in a position of social vulnerability. It is proposed to study the PAA in two sets of municipalities named by the Brazilian Federal Government as territories of citizenship: the Cantuquiriguaçu in the state of Paraná and the Pontal do Paranapanema in the state of São Paulo. The F2CC network aggregates several socio-spatial movements aimed at increasing the consumption of local products by Canadian government institutions such as schools, universities and hospitals. It is proposed the study of F2CC network actions in the province of British Columbia. The thesis that guides this research is that contribute to food sovereignty actions that run the state, as in the case of PAA and actions departing from socio-spatial movements, such as the F2CC.
