Abstract

This post-doctoral project of research proposes an empirical study on governance of international migration in both, São Paulo (Brazil) and Buenos Aires (Argentina) cities, and its impacts on their immigrants' daily life. Considering the specificities of the new immigration flows - that, in general, do not fit completely in socio economic and cultural structures of host societies - we point out new problems and new answers for the local and the global management of this kind of population flows. On the side of the governance structures of international migration in both cities, we propose to focus on the links and articulations between nongovernmental organizations (national and international), church institutions, public managers of local solutions and the national and international debate on international migration flows and their management, by using a wide range of qualitative and quantitative research methods (participant observation, interviews, bibliographical research and documental research). And, on the side of governance impacts on immigrants' daily life, we propose a research in two steps: i) first of all, to establish a diagnosis of the new international migration flows that are the focus of public management, in terms of their socioeconomic activities, patterns of relation with their origin societies and characteristics attributed by local government and; ii) after, qualitative interviews (life narratives) with vulnerable immigrants whose results will be compared with local management.
