Abstract

This research project will study government coordination mechanisms in educational policies, more specifically intergovernmental cooperation arrangements. These have emerged as an intergovernmental solution with potential for both the induction and execution of public policy, in that it seeks to resolve collective problems that transcend jurisdictional boundaries. In the context of educational policies , given that the Brazilian model is tensioned by the coexistence of different and fragmented educational systems, the formation of intergovernmental arrangements could promote greater coordination and networking among governments. However, arrangements for intergovernmental cooperation in the education sector are infrequent compared to other sectors. As such, this project aims to understand the favorable aspects in establishing and operating cooperative arrangements in education scenarios, considering the actors, arenas and institutions involved in the Brazilian education system. The methodological approach of the study consist of an exploratory survey, crossing a set of quantitative and qualitative data, involving literature review, mapping and geographical analysis - spatial forms of intergovernmental cooperation in education within the country, and further analytical study of the dynamics of the modes of cooperative arrangements identified in this sector.
