Abstract

This proposal, linked to FAPESP's Thematic Project "Contradictions of work in Brazil today. Formalization, insecurity, outsourcing and regulation", nº 2012/20408-1, will analyze the regulation process of the solidarity economy in Brazil. From this perspective, the research problem refers to the joints (networking) and political strategies that distinct entities and social actors construct in the process of institutionalization of solidarity economy, through regulation, such as economic and societal model that is intended to be an alternative to capitalist labor and production. The solidarity economy movement in Brazil does not have a defined territorial headquarter. Thus, it will be analyzed the process of regulating the solidarity economy in Brazil, from Ceará, one of the pioneer states in building the movement of solidarity economics and that is among those who have more experience classified by the National Secretariat for Solidarity Economy (SENAES) as Solidarity Economic Endeavors (EES). Especially, it proposes a reflection on how various entities connected to Socio-Economic Solidarity Network of Ceará (RCSS) articulate strategies that contribute to the socio-political construction of "General Law on Solidarity Economy" process. Such construction occurs in the field of relationships among three institutional leaders (Catholic Church, State and social movements) that demand a "National Public Policy of Solidarity Economy" via Draft Law nº. 4.685/2012, concerning the establishment of a national legal framework. The initial hypothesis is that the institutionalization of solidarity economy, via national regulation, reveals concepts and practices favorable to "social inclusion of excluded groups" in the capitalist market, moving away from a proposal to "other economy" as "an alternative to capitalism".
