Abstract

Currently in Brazil the right to a quality education for all means not only access to the educational system, but also the idea of the right to learn. Accordingly, studies have been developed in order to understand which factors/elements/actions can provide learning opportunities that can help to improve the quality of the education. Research in Brazil has been seeking to identify factors associated to quality education, while internationally research revolves around the concepts of the equality of educational opportunity, or simply Opportunity to Learn (OTL). Therefore, based on the studies on school effectiveness, this research will try to find out which elements can contribute to the development of quality criteria for Brazilian education and how these elements are distributed among states and different socioeconomic and cultural groups in the country. This research will use the data from the National Evaluation System (SAEB) for primary education for the year 2011, specifically socioeconomic questionnaires filled by the participants of the evaluation as proxies of these elements.
