Abstract

This project aims to present evidence on the need to conduct a research internship abroad as a necessary step for the consolidation of a proposed system of indicators to support the work of hundreds of researchers involved in the CAPES triennial assessment system, when in the definition and application of criteria for the classification of scientific journals. Brazil still depends heavily on indicators offered by commercial databases (international), and that little has advanced in proposing new indicators for evaluation of scientific production. Several other countries on the fringes of mainstream science are creating alternative forms to better evaluate national journals looking for a more reliable picture of the national scientific production. Despite Brazil has excelled with SciELO Project, but not yet seen in the CAPES evaluation indicators consistent with national science. Thus it was proposed a system of indicators, which allows the analysis of the evolution of the national impact of the journals in which Brazilians publish their work (production), as well as the magazines citing the work (consumption) in each area. The experience should provide experience and collaboration at the Centre for Science and Technology Studies (CWTS) according to the following objectives: (A) obtain a critical analysis of the process as a whole, if possible highlighting limitations not glimpsed yet; (B) Test a thematic classification that does not depend on the classification of journals offered by the databases, but made based on article content; (C) Validate / enhance the standardization process of cites journal titles. The results generated to date suggest that the criteria proposedf by the various areas of the Triennial Evaluation of CAPES can be extremely enriched if consider the national impact, given the performance of national journals, that the JCR Impact Factor does not measure.
