Abstract

Existing environmental problems in Brazilian cities, for the most part, stem from the intense process of expansion of urban use after the second half of the century. XX. Poor planning and mitigation policies to curb effects caused faced with immense challenges when referring to environmental issues. The municipality of Cotia, SP, located in the metropolitan region of São Paulo, is typical example of this situation. To understand the current situation in such a situation, it is necessary to understand the historical principles of land use and use of the area and the economic activities that have developed there, so permeating in the timeline to the present time, for the purpose of consistent interpretations relating to policy Urban Development adopted by public administrations of the city of Cotia. Thus, it should assess whether planning measures being applied are appropriate and include social and environmental characteristics of the area, or just aim to meet the interests of agents with a certain privilege, and may even result in damage to society at large scope and the environment.
