Abstract

Situational Awareness (Situational Awareness - SAW) refers to the level of consciousness that an individual or team has about a situation. In the emergency management domain, SAW failures can induce human operators to errors in decision-making and carry risks to life, property or the environment. Data fusion processes present opportunities to improve SAW of operators of emergency situations assessment systems. However, dynamic scenarios are subject to problems of quality of information, which can lead to uncertainty and undermine the SAW. The state of the art of data and information fusion techniques presents approaches with limited use of information quality in the fusion process. Furthermore, the solutions are restricted to syntactic mechanisms for determination of synergy between information, negatively influencing the quality of information of the results of the fusion. Thus, this proposal aims to develop a new approach for semantic information fusion, by an implementation aligned with the Quantify model (Human-aware Quality Information Fusion Model-Driven). This model has as main feature the continuous employment of the assessment of information quality throughout the fusion process to generate quantitative indices that parameterize and guide the work of human operators and automation. In the case study, real emergencies information will be used. To evaluate the approach, the information quality improvement will be compared in relation to other techniques.
