Abstract

There is a debate about the characterisation of the successive governments of the Partido dos Trabalhadores (PT), best exemplified by the neo-developmentalist (BRESSER-PEREIRA and GALA, 2010), social-developmentalist (CARNEIRO et al., 2012) and peripheral-liberal model (FILGUEIRAS et al., 2010). None of them reflect upon the PT development project emphasizing policies which impact labour regulation in the Brazilian society. The research aims to explore the dimension of labour within the PT administrations' development program, analysing the role of the trade union movement in the public regulation of labour. To this effect, the research will make use of the theoretical debate about union revitalisation (FREGE and KELLY, 2004) whose theoretical and methodological framework will allow analysing the economic, political and ideological dimensions of the two main Brazilian trade union confederation's actions.
