Abstract

The present scientific research project has as theme the programs and enterprises of basic sanitation undertaken in Metropolitan region of São Paulo. The focus of this research will be on the allocation of resources destined to operations and enterprises of sanitation at metropolis, specifically those came from both important agencies of financing: Caixa Econômica Federal, agent operator and financier of Government Severance Indemnity Fund and the Brazilian Development Bank. The research is guided by existent academic works related to the theme and aims to reinforce the comprehension of the systems of management, budget, captation and application of resources as an important tool of urban planning. Thus, it proposes the research of primary and secondary data, the georeferencing of operations and enterprises of sanitation at metropolis and, then, achievement of field trips for data confirmation, deepening on the analysis of distribution of those resources in metropolitan region of São Paulo, to verify, with the appropriate bases of comparison whether the investments has been allocated on the areas which need more.
