Abstract The purpose of this project is to examine the role of Odebrecht in the post-war reconstruction of the Angolan state. It explores the political trajectory of Odebrecht in Angola, from the end of the civil war to the retirement of the Angolan President José Eduardo dos Santos in 2017, which marks the end of a political and economic cycle. In an attempt to analyse the political economy of Brazilian companies from the prism of a foreign state, the project draws on the political science literature on the formation of modern states, and in the strand of the literature that studies the role of non-state actors in the process, including transnational corporations. Drawing on original material collected in Angola and Brazil, the project argues that Odebrecht worked as a vehicle through which the Angolan state achieved development goals while reinforcing its clientelistic structure. Such an original approach of Brazil-African relations makes the project relevant to readers interested in the Brazilian private sector, as well as on the investment of multinationals from the Global South in Africa.
