Abstract

This research project aims to carry out a comparative analysis of the public budget governance of London and São Paulo, over a long period of ten years, and also uses as reference the case of Paris, which has been under analysis since 2017, under the supervision of the Prof. Patrick Le Galès (Sciences Po). The research project will be developed at King's College London, under the supervision of Prof. Anthony Pereira, director of the Brazil Institute, in the second half of 2019.This research project is part of the analysis of a strategic area for public governance that is its budgetary policy. The proposal is to compare the governance of the public budget of these metropolis, based on an analytical model presented in Peres (2018). This model is based on the study of economics and political sociology of the budget, with emphasis on works by Wildavsky (1969), Wildavsky and Caiden (2004), Schick (1976, 2009), Caiden (2010) and Rubin (1989 and 2010) , Lindner (2003, 2006); Oliveira (2009), Bezes and Siné (2011) who understand budget governance as a political arena for the mediation of distributive conflict. For this analysis, the data for the municipality of São Paulo were already collected for the period 2003 to 2018. For London, this project will cover bibliographical and documentary research, collect budget revenue and expenditure data, and also provide interviews with relevant stakeholders. (AU)
