Urban sprawl and management: the land use planning system in the metropolitan areas of Florianópolis, Vale do Itajaí and Foz do Rio Itajaí in Santa Catarina State

Abstract

One of the recommendations admitted by the Habitat III, held in Quito on 2016, connects the urban expansion issue with the compactness of the urban fabrics, approaching the rational planning of the infrastructures and "suitable demographic densities" as directions to settle more compact cities. This research aims to analyze and to catalog the urban expansion management laws and environmental protection devices, focusing on the "macro-zoning" system settled in the master plans of the municipalities belonging to three Brazilian Metropolitan Areas in the Santa Catarina State: Florianópolis, Vale do Rio Itajaí and Foz do Rio Itajaí, selected for their specific demographic increase dynamics. Congregating 44 municipalities, these areas, among other five ones, presented geometric annual growth rate greater than 2% in two consecutives periods of time: 2000 - 2010 and 2010 -2017, much higher than the rates presented by the other 63 Brazilian Metropolitan Areas established on the same periods. It is intended for this research to contribute to bring outputs to the advance of the urban planning and management tools field related to the land use planning and urban expansion and environmental protection in situations of more intense demographic increase. It is also proposed to comprehend possible reasons for which the selected metropolitan areas - that are close to one another - present these demographic features.
