Abstract

The project aims to continue the research started during Néstor García Canclini's tenure (2020-2022) at the Olavo Setubal Chair of Art, Culture and Science, of the Institute of Advanced Studies of the University of São Paulo. Under Canclini's coordination and Martin Grossmann's supervision, the researcher has been investigating the network articulation in favor of the Aldir Blanc Law (Law nº 14.017/2020) and following, in real time, the execution of the measure aimed at mitigating the effects of the COVID-19 pandemic on the Brazilian artistic and cultural sector. The Aldir Blanc Law unfolded into two new laws that, if satisfactorily implemented, have the potential to reshape Brazilian cultural policies: Federal Law No. 14.399/2022 (Aldir Blanc National Policy for Cultural Promotion) and Complementary Law No. 195/2022 (Paulo Gustavo). Therefore, it is of great interest that the progress of these actions continues to be followed by the post-doctoral researcher under the coordination of Garcia Canclini. The hypothesis, shared with the original research, is that the power of a mobilization, such as the one that led to the publication of the new Laws, expands according to its capacity to capture - in a moment of suspension or uncertainty - the possibilities of change that are longed for and announced in a society. Consistent public policies, mainly focused on education and culture, are some of the main tools for the creation of conditions of social participation and political articulation that promote democratic and lasting institutional actions. The research is being carried out through the systematization of data on public investments in culture in Brazil; analysis of journalistic publications, posts and videos on social networks; and analysis of in-depth interviews. It is hoped that the research will also contribute to the study of contemporary social movements and democratic participation.
