Abstract

The student will make a historic recovery of the changes in the financing model of the Brazilian Unified Health System since the promulgation of the Federal Constitution of 1988 until the year 2016. He will seek to establish the causal network and the causal mechanisms that explain the development of the Brazilian health financing policy, which will require a refined understanding of the literature and theories of institutional change. In addition, it is intended to identify and understand the effects caused by the interaction between health and industrial policies on the SUS financing policy. Finally, the researcher will investigate the role of the bureaucracies of the Ministry of Health and the Ministry of Finance in the financing policy of the health system and in its historical development.
