Abstract

The general objective of this master's research is to assess the needs and capacities for preparedness for extreme weather and climate events in Brazilian municipalities. To this end, three main aspects will be analyzed: i) the structure of disaster risk management in the municipalities, ii) the need for training to prepare for extreme weather and climate events, iii) governance, i.e., formal and informal mechanisms for the participation and coordination of state and non-state actors to prepare for extreme weather and climate events. The methodological procedures include reviewing the bibliographic review, documentary research, and field research using questionnaires and activities that the COPE Project team will support. Data analysis in a GIS environment will contribute to considering territorial specificities in implementing public policies to prepare for weather and climate extremes according to the population size of the municipalities (small, medium, and large), assisting the COPE Project activities. The results will contribute to filling gaps in knowledge about local disaster risk management capacities and can support improving public policies on this topic.
