Abstract

In Brazil's large and medium-sized urban centers, as well as in some smaller cities, public urban transport services are now predominantly operated through concession contracts.This is due to the 1988 Federal Constitution, which included in its article 30, V, that it is the responsibility of Brazilian municipalities to "organize and provide, directly or under concession or permission public services of local interest, including public transport, which is essential". The states also accumulate competences in this area, because intercity public transport falls under state competence, as does integrated public transport in metropolitan regions sometimes ends up under state tutelage due to the delegation of powers.The Federal District, likewise, is responsible for public transport within its geographical boundaries. But it took time for the responsible federal entities to enable the first concessions in Brazilian cities, and the management of these contracts in the in the urban bus sector, as well as the financing of public bus systems, which arechallenging for public authorities in Brazil. This project aims to carry out an unprecedented analysis of the contractual model that serves public bus transportation systems in the country in the light of the literature on urban economics and incentives in public contracts.
