Abstract

This master's research seeks to examine, through a perspective of social and citizen participation, the role of immigrant women from the Jean-Jacques Dessalines Occupation in the struggle for housing and, consequently, in the process of formulating public policies in the city of São Paulo. In order to achieve this objective, data and bibliographic surveys will be carried out, as well as semi-structured interviews with participant observation, and a legislative review of what concerns immigrant women, following the methodological tools and theoretical frameworks of the feminist approach. The city of São Paulo, as one of Latin America's major urban centers, has seen a significant increase in immigrants in recent years, the majority of whom are women. However, the lack of urban and housing infrastructure to accommodate this already marginalized group has contributed to the intensification of social, economic and urban problems. Faced with the inefficiency of housing policies aimed at migratory and gender specificities, a cycle of violence can be observed that perpetuates inequality and precarious living conditions. In this way, this study aims, based on the collection of data and discourses, to carry out a discursive analysis of the narratives of immigrant women about their experiences in the struggle for housing, as well as to elaborate processes of analysis: the first, of a subjective nature, critically evaluates the narratives and discourses of the interviewees, presenting their stories, motivations and objectives; the second process consists of evaluating the legal framework of São Paulo's municipal policy on the migratory agenda, based on Law No. 142/16, and legislative mapping at the municipal level. This investigation seeks to delve deeper into the hardships faced by the population under analysis, as well as highlighting the role and importance of women's struggles in the process of implementing public policies.
