Abstract

The dynamics occurring in rural and urban territories increasingly tend to identify with each other, resulting in the production of space evidenced by the dialectical totality where the forms, functions, structures, and processes of rural and urban spaces articulate. The agents producing urban space in Brazil, especially landowners and real estate developers, act by fostering real estate speculation in cities, the mercantile creation of land scarcity, and consequently, the sprawl of urban space. This completely alters the morphology of transition areas between urban and rural zones. In this sense, the starting point of this research takes into account the current situation we live in, which is of extreme relevance for peri-urban studies, considering that transforming rural land into urban land is one of the main processes of land income production and capture. The issue of this investigation is based on the fact that studies on the peri-urban areas in Brazil are still underdeveloped, particularly concerning real estate dynamics. Considering this gap, the objective of this research is to understand the socio-spatial organization of the peri-urban area and the difficulty in applying urban policies, with an emphasis on the actions of the agents producing urban space: the state, landowners, and real estate developers. To achieve this, it will be necessary to understand the dynamics of the real estate market (often financialized) and the permanent valorization of land. Thus, the research focuses on the reality of the municipality of Londrina/PR, and the methodological procedures used consist of bibliographic research, analysis of land prices through the Real Estate Transfer Tax (ITBI) and other sources, as well as spatialization and analysis of data on subdivisions and development companies in Londrina, starting from the 2010s.
