Abstract

This project aims to assess the transnationalization of anti-gender offensives through the international state and non-state actions of Brazil and the United States of America on gender and sexuality issues between 2017 and 2022.In the context of the anti-gender agenda becoming the guide and anchor of Brazilian and American public policies, this project intends to analyze the actions of neoconservative actors in this new moment of the extreme right's advance. The present project draws from feminist literature in International Relations to utilize its theoretical framework, in conjunction with literature on foreign policy and the emerging literature on anti-gender offensives, to explore the intensification of the transnational spread of this phenomenon.The project aims to verify the hypothesis that these two countries have played a pivotal role in the growth and transnationalization of the anti-gender movement and the implementation of its agenda. To this end, the project will concentrate on the Commission on the Status of Women (CSW) and the Inter-American Human Rights System (IACHR), systematically identifying and cataloging the actors, strategies, motives, and narratives employed by state and non-state actors in their interactions with these groups, which have contributed to the escalation of ultraconservative demands. The analytical approach employed involves practice tracing, a method that enables the examination of specific actions taken by key actors within the contexts of the CSW and the SIDH. This approach is designed to generate comprehensive insights into the mobilizations that are anti-gender in nature.
