Abstract

The Sendai Framework for Disaster Risk Reduction (2015), the Paris Agreement (2015), and the New Urban Agenda (Habitat III, 2016) make recommendations regarding disaster risk management and climate change adaptation in urban areas. The recommendations of these three agendas are synthesized in the Sustainable Development Goals (SDGs) 11 and 13. Another common point is the emphasis on resilient cities. More recently, other recommendations have highlighted the importance of linking the resilience agenda to smart and sustainable cities. Despite efforts to promote coordination among these three urban-focused agendas, research on governance-particularly in terms of identifying how state and non-state actors engage in networks and the discourses they evoke-remains limited.The primary objective of this research is to examine the governance arrangements on smart, resilient, and sustainable cities. Through documentary research employing the network analysis method, state and non-state actors, as well as their coalitions, will be identified regarding these three urban agendas, spanning the period from 2012 to 2022. Another critical aspect of governance is identifying the discourses of these actors related to themes such as decarbonization, energy transition, nature-based solutions, sustainability, resilience, and smart cities. The documentary research will include an analysis of publications by the federal government and the State of São Paulo on the topics above during the specified period. (AU)
