Abstract

The planning of projects potentially leading to significant environmental degradation, such as hydroelectric dams, has not adequately considered the environmental issue to the choice of location of the project, normally the prevailing economic and technical issues. As a result, the environmental impact assessment ends up being used only as a bureaucratic step to obtain the environmental permits and hence to the legitimacy of the traditional model planning and development of Brazil. This was the case of the initial project's of Tijuco Alto hydroelectric power plant in the Ribeira de Iguape River, drafted in 1989, which was dismissed as environmentally unviable by IBAMA in 2003 and replaced by a new project in 2005. In this sense, the scientific initiation project main goal is to analyze the environmental issue integration in planning alternatives for location of the projects of the Tijuco Alto hydroelectric power plant in the Ribeira de Iguape River.
