B. S., M. S. and Ph. D. in Economics (Univ. São Paulo, Brazil) Assistant professor of the Department of Economics at the University of Sao Paulo (USP) since 2011. Vice-coordinator of International Office of Faculty of Economics, Administration and Accounting, University of São Paulo. Vice-coordinator of Graduate of Economics Program (2014-2017). He is Project Coordinator at FIPE Institute of Economic Research Foundation (Fipe) with coordinating experience in the areas of Economic Analysis of Public Contracts, Regional and Urban Economics, and Transport Economics. He is the former coordinator of Price Indexes at FIPE. Professor Chagas is currently Managing Director of Brazilian Section of Regional Science Association (ABER) and former president and finance director of the same association. He was a member of the Regional Council of Economy of São Paulo - CORECON-SP. During June-2018 / July-2019, professor Chagas held a post-doctoral period at the University of Illinois at Urbana-Champaign, supported by São Paulo Research Foundation (FAPESP).
