Carlos Pacheco has an electronic engineering degree at the ITA - Technological Institute of Aeronautics (1979), Master (1988) and PhD (1996) at the UNICAMP State University of Campinas (1988) and Senior Visiting Scholar at Columbia University (Center for Brazilian Studies, 2005). He was Deputy Minister of Science and Technology (MCT) and Chief of The Board of Directors of FINEP (1999 at 2002). He was Under Secretary of the Economic Development of the State of São Paulo (2007), President of ITA - Technological Institute of Aeronautics (2011-2015), and General Director of The Brazilian Center for Research in Energy and Materials - CNPEM (2015-2016). Carlos Pacheco is professor of economics and science and technological policies at the UNICAMP and Chief Executive Officer of FAPESP, São Paulo Research Foundation.
