Ligia Maria Soto Urbina has a degree in Agricultural Economics - University of Costa Rica (1979), received her Master's in Economics from the University of São Paulo (USP) in Brazil, in 1984. She received her doctorate in Agricultural Economics from the University of Tennessee-Knoxville (UTK) in the USA, in 1991. She is an Associate Professor in the Department of Management and Decision Support at the Instituto Tecnológico de Aeronáutica (ITA), in Brazil. She has experience in Economics, Innovation Management, Technological Training and Impact Assessment of Aeronautical Projects and Programs in Industrial Training. In recent years, she has worked in the Production Administration area, with an emphasis on Strategic Management of Technological and Knowledge Skills. In the administrative area, she was elected Coordinator of the Production Area of the Postgraduate Course in Aeronautical and Mechanical Engineering at ITA, for the period from 2007 to 2010. Additionally, from January 2013 to April 2017, acting as Head of the Department of ITA Management and Decision Support. His research interests: Management and Economics of Innovation, Assessment of Technological Capabilities, Impacts of Military Acquisition Programs for Innovation. As of 2019, Profa Ligia is the Associate Coordinator for ITA in the multi-institutional PRO-DEFESA 2018 Project, entitled ?Defense Economics in Brazil: military spending and its interfaces with industry and innovation?. In this context, the ITA project will generate an overview of relevant aspects regarding Defense Acquisitions and Offset and their impact on the Technological Capacity Building of the defense industry , as well as it will analyze the challenges of the Brazilian aerospace complex, aiming to provide subsidies for Public Policies for innovation in the defense productive sector.
