Full Professor at the Federal University of Bahia (UFBA) at the Post-Graduation Center in Administration at the UFBA School of Administration (NPGA/EA-UFBA). He holds a PhD in Political Science from the University of São Paulo (USP) with a postdoctoral degree in Public Administration from the University of Texas at Austin (LBJ School of Public Affairs) with a CAPES scholarship, a Masters in Urban Development from the Federal University of Pernambuco (UFPE) and Graduated in Business Administration from the Federal University of Bahia (UFBA). He develops research projects related to the themes of Municipal and Metropolitan Governance, Intermunicipal Cooperation and Inter-federal Consortia, Federative Coordination and Analysis of Public Bureaucracy. He was a member of the Coordination of the Division of Public Administration of the National Association of Graduate Studies and Research in Administration (ANPAD) between 2019 and 2020, where he is also the theme leader between 2009 at current days He won the Best Paper at the National Meeting of Public Administration and Governance (EnAPG) of ANPAD in 2016. He was a founding director member of the Brazilian Society of Public Administration (SBAP), between 2013 and 2015 and then director member of events between 2017 and 2019, and between 2021 and 2022 was member of the Advisory Board of the entity where he was leading a Working Group since 2009. Still at SBAP, he coordinated the 1st Brazilian Public Administration Meeting (EBAP) in Natal (2013), the 6th EBAP in Salvador (2019) and received an award for best work from Thematic Group 18 - Performance of Subnational and Local Governments in Public Administration in IX EBAP (2022) held in São Paulo. He was a college member of the International Public Policy Association (IPPA) between 2017 and 2021. He is a Consultant at the Coordination for the Improvement of Higher Education Personnel (CAPES) and was a consulting member in the evaluation of the Postgraduate system (APCN, Qualis, Quadrennial Evaluation - during the 2013-2016 quadrennium). Has more than 60 published articles in national and international journals, in addition to several books and book chapters published and articles published in major newspapers. He is an evaluator of national and international journals and was editor-in-chief of the journal Organizações e Sociedade between 2014 and 2015. He supervised more than 60 students between doctorate, master's, scientific initiation and graduation, in addition to supervising three post-docs. He participated as a member and coordinator of more than 15 projects with support and scholarships from agencies such as CAPES, CNPq, FAPESP, FAP-DF, FAPERN, FAPEX. He was Researcher at the Center for Advanced Studies in Government and Public Administration (CEAG) at the University of Brasília (UNB) between 2012 and 2017. He was Professor Doctor MS-2 Universidade Estadual Paulista (UNESP) - Campus Araraquara at the Faculty of Sciences and Letters (Department of Anthropology, Politics and Philosophy and Graduate Program in Sociology), between 2004 and 2006 (professor - permanent staff with exclusive dedication). He was Adjunct Professor (professor - permanent staff, with exclusive dedication), at the Federal University of Rio Grande do Norte, at the Center for Applied Social Sciences - Department of Administration and at the Postgraduate Program in Administration, between 2007 and 2013.
