Bachelors degree in Electronic Engineering by the Institute of Aeronautical Technology (ITA) in 1974; Master of Arts in Science, Technology and Public by the Elliot School of Public and International Affairs of The George Washington University, in 1977; Ph. D. by the Institute of Aeronautical Technology (ITA), in the area of Aeronautical and Mechanical Engineering, in 1995. Academic interests have encompassed the areas of Strategic Management of Science, Tecnology and Innovation; innovation clusters in aeronautics, space, and defense; the conception, implementation and development of technology and innovation ecossystems , including incubators, science and technoology parks, competitiveness and innovation centers, and innovation systems. Academic areas of interest have also included public safety, specially the development and use of technology innovations. The relationships among science, technology and innovation, and economic and social developmet are also of interest. Profissional experience, beyong academic activities, have included public and private organizations in the areas of education, research, development, and innovation promotion, as well as the provision of aeronautical nfrastructure, and information and communication services, both to public and private organizations.
