Thamara Strelec is a PhD in Political Science from the State University of Campinas with a doctoral degree in the Institute of Government and Public Policies at the Autonomous University of Barcelona with Master's degree in Public Administration and the Government of the Brazilian School of Business Administration of the Getúlio Vargas Foundation with a Bachelors Degree in Social Communication. She`s a university teacher in many universities and was awarded the "Young Researchers Joan Prats 2015" Award in Madrid / Spain, delivered by the Scientific Committee of the VI International Congress on Government, Administration and Public Policy. She defended the doctoral thesis entitled "Intergovernmental relations in the Brazilian educational context: a study of the services of secondary and educational education and the thesis`Master entitled "Challenges of Institutional Adaptation: a study of the impact of the Law of Public Consortia in the State of São Paulo". She`s co-author of books and scientific articles, addressing as topics: intergovernmental organizations, public consortia, anti-corruption movements, state reform and educational policies.
