He is a Full Professor at the Federal University of Pará (UFPA) and has been a member of the Graduate Program in Computer Science (PPGCC/UFPA) since its establishment. He received his Ph.D. in Computer Science from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) in 2003. He served as a Visiting Researcher at the University of Massachusetts Amherst (USA) from September 2019 to August 2020. He is currently Director of Research at the Office of Research and Graduate Studies (Propesp/UFPA), a member of the Monitoring and Evaluation Committee of the RNP/MCTI Management Contract, and Local Coordinator of the Coalizão pelo Impacto initiative, working on the articulation, support, and strengthening of the local innovation and socio-environmental impact business ecosystem, with an emphasis on the sustainable development of Belém, the state of Pará, and the Amazon region. In 2024, he received the Outstanding Researcher Award from the Brazilian Symposium on Computer Networks and Distributed Systems (SBRC), in recognition of his scientific contributions and services to the Brazilian Computer Society (SBC). He is a member of the Brazilian Computer Society (SBC) and currently serves on its Board of Directors for the 20252029 term. He serves as the Coordinator of the SBC Special Interest Group on Quantum Computing and Communications, is a member of the IEEE, and represents UFPA at the National Laboratory for Computer Networks (LARC). He previously served as Director of Events and Special Committees of SBC (20152019) and as a member of the SBC Board (20192023). He actively serves as a program committee member and reviewer for national and international conferences, workshops, and journals. He coordinates the Computer Networks and Multimedia Communication Research Group (GERCOM), registered with CNPq, through which he leads and participates in regional, national, and international research and technological development projects. His research interests include Future Internet, Artificial Intelligence applied to networks, quantum networks and communications, security, software-defined networks, wireless networks, performance modeling and analysis, QoS/QoE, and intelligent computational solutions for socio-environmental sustainability. He served as President and CEO of the Guamá Science and Technology Park (PCT Guamá) from its inauguration in 2010 until December 2018, playing a key role in its structuring, implementation, and management. He made significant contributions to the creation and consolidation of the innovation ecosystem in the state of Pará, focusing on innovative and socio-environmentally responsible entrepreneurship, business development, and the sustainable development of Pará and the Amazon region. He was one of the mentors and the technical coordinator of the Belém Metropolitan Network (MetroBel) project and currently serves as its administrative coordinator. (Source: Lattes Curriculum)
